Within 24 months, deliver design fixes on 80% of the High-Injury Network: raised crosswalks, daylighted corners, hardened centerlines, protected bike intersections, and leading pedestrian intervals. Site selection is data-driven using injury crashes involving people walking and biking. Quick-build materials allow iteration within weeks, with permanent concrete where results show 20%+ injury reduction. Automated speed enforcement will be paired with engineering changes and public education, with revenue restricted to safety projects. Quarterly scorecards will show before/after speeds, yield compliance, and injury outcomes.
