Lead Service Line Replacement Accelerator

Replace all known lead service lines within eight years, starting with childcare centers, schools, and census blocks with the highest blood lead risk. The city will offer 0% interest homeowner side replacements coordinated with main renewals to avoid partial replacements. A one-stop portal will show upcoming blocks, allow opt-in consent, and schedule access. Crews will upload photos and chain-of-custody documentation for every line replaced. We will negotiate bulk pricing for filters and pitchers, and publish quarterly maps of progress, water sampling results, and equity metrics.

David Carter is a licensed civil engineer and lifelong Metroville resident. After two decades managing major public works projects, he transitioned into public policy to champion smarter, more resilient cities. His track record includes overseeing green stormwater projects, modernizing transit hubs, and securing federal disaster mitigation funding.

His campaign focuses on three pillars: rebuilding core infrastructure with climate resilience in mind, expanding affordable public transit, and ensuring development benefits all residents, not just developers.
