Bridge and Arterial Rehabilitation with Climate Resilience

Proposed August 8, 2025

Launch a five-year capital plan to address deferred maintenance on bridges and arterials, prioritizing structures with poor condition ratings and flood exposure. Every project will include green stormwater features (permeable shoulders, bioswales) and 2050 rainfall design standards. A Construction Transparency page will show scope, timeline, change orders, and progress photos for each job. Local hiring goals and prompt payment clauses protect small contractors. We will stack federal formula funds with resilience grants to minimize local match and keep annual debt service within policy limits.

Scope: Metroville, USA
Region: Local
MetroForward 2030 is a bold vision to prepare Metroville for the next decade through smarter infrastructure, cleaner transit, and resilient neighborhoods. Led by mayoral candidate David Carter, the jurisdiction serves as a space for residents to shape policies that balance growth, sustainability, and fairness.

David Carter is a licensed civil engineer and lifelong Metroville resident. After two decades managing major public works projects, he transitioned into public policy to champion smarter, more resilient cities. His track record includes overseeing green stormwater projects, modernizing transit hubs, and securing federal disaster mitigation funding.

His campaign focuses on three pillars: rebuilding core infrastructure with climate resilience in mind, expanding affordable public transit, and ensuring development benefits all residents, not just developers.
