Transparency by Default
1.1 Principle & Purpose
Open Information Flow: All content and actions live on a public stage. No hidden comments, private ballots, or secret amendment drafts.
Trust through Visibility: When every member sees the same information, it’s impossible for factions to rewrite history or obscure critical decisions.
Collective Learning: New participants can review past discussions, understand reasoning, and learn from both successes and mistakes.
1.2 Scope of Transparency
Rule & Amendment Content
Full text of every draft, published Rule, and proposed Amendment.
Discussion & Peer Reviews
All comments, questions, and reviews tied to a Rule or Amendment remain visible, timestamped, and linked to user profiles.
Voting Records
Who Voted What: Unless a jurisdiction explicitly chooses anonymous ballots, each vote is logged with voter identity and vote choice.
Timestamps: Exact time of each vote, enabling clear quorum and deadline enforcement.
Administrative Actions
Any spell-check correction, status change (e.g., Draft→Published), or archival move is recorded with the acting Counselor’s name and a brief rationale.
1.3 Implementation Details
Immutable Audit Ledger
Underlying every jurisdiction is a tamper-evident ledger: once an action is recorded, it cannot be altered or removed—only appended with follow-up entries.
Versioning & History Views
A “History” tab on each Rule/Amendment shows a chronological timeline of edits, reviews, and status transitions, complete with diff-style highlights.
Public Data API
Read-only endpoints expose RuleTogether data for integration with external transparency dashboards or academic research.
Real-Time Notifications
Members receive live updates (in-app or email) of any changes, ensuring they’re always aware of newly published Rules, pending amendments, or Council actions.
1.4 Exceptions & Privacy Considerations
Anonymous Voting Option
Jurisdictions may enable anonymous ballots for sensitive matters, but must disclose this choice upfront and document the rationale in their bylaws.
Legal/Privacy Embargoes
In rare legal scenarios (e.g., pending litigation), Counsel may temporarily embargo specific documents—subject to a supermajority Council vote and with an explicit expiry date.
1.5 UX Features to Reinforce Transparency
“Transparency Mode” Toggle
A UI switch that, when enabled, highlights all recent changes across the jurisdiction in a single dashboard view.
Audit Badge
A small icon next to each Rule indicates its current audit status (e.g., Verified, Under Review, Historic).
Searchable Change Logs
Powerful filters let members search by author, date range, action type (“edit,” “vote,” “comment”), or keyword in rationale notes.
1.6 Benefits & Outcomes
Enhanced Accountability: When actions are visible, both members and Counsel are motivated to act responsibly.
Democratic Engagement: Clear histories lower the barrier for newcomers to participate meaningfully.
Robust Governance: Immutable records mitigate disputes—facts are always just a few clicks away.
