The city will build neutral infrastructure that multiple ISPs can lease, driving competition and lowering monthly bills. Households with students will receive a baseline tier at low or no cost, funded by digital equity grants. Public buildings in the pilot area will host indoor and outdoor Wi-Fi, supporting homework and small business needs. A six-month evaluation will measure speed, reliability, take-rate, and price changes relative to citywide averages.
